BACKGROUND: In 1986 the Planning & Coordination Council (PACC) was established under a Three-Party Agreement promoting cooperation in planning and community development among Albemarle County (County), the City of Charlottesville (City), and the University of Virginia (UVA). As an advisory body, it fostered cooperative planning; and provided guidance and recommendations for decisions made by the County, City, and UVA, with the help of a support committee - PACC Tech, comprised of staff from the County, City, and UVA.

On August 28, 2019, County Executive Jeff Richardson, Deputy City Manager Mike Murphy, Executive Director of the Thomas Jefferson Planning District Chip Boyles and UVA Senior Vice President for Operations Colette Sheehy recommended a dissolution and reformation plan to PACC. This recommendation was intended to broaden PACC's collaboration beyond land use to include environmental topics and sustainability and allow professional staff to develop solutions on a continuous basis with regularly scheduled reports to leadership of all three entities. On October 3, 2019, PACC and PACC Tech, reviewed and agreed to recommend the proposal to the three entities.

On November 6, 2019, the Board of Supervisors accepted the PACC proposal and agreed to act with the City and UVA to dissolve and reform PACC and PACC Tech into the Land Use and Environmental Planning Committee.
