BACKGROUND:  In 1986 the Planning & Coordination Council (PACC) was established under a Three-Party Agreement promoting cooperation in planning and community development among Albemarle County (County), the City of Charlottesville (City), and the University of Virginia (UVA).  As an advisory body, it fostered cooperative planning; and provided guidance and recommendations for decisions made by the County, City, and UVA, with the help of a support committee - PACC Tech, comprised of staff from the County, City, and UVA. 

On August 28, 2019, County Executive Jeff Richardson, Deputy City Manager Mike Murphy, Executive Director of the Thomas Jefferson Planning District Chip Boyles and UVA Senior Vice President for Operations Colette Sheehy recommended a dissolution and reformation plan to PACC.  This recommendation was intended to broaden PACC’s collaboration beyond land use to include environmental topics and sustainability and allow professional staff to develop solutions on a continuous basis with regularly scheduled reports to leadership of all three entities.  On October 3, 2019, PACC and PACC Tech, reviewed and agreed to recommend the proposal to the three entities.   

On November 6, 2019, the Board of Supervisors accepted the PACC proposal and agreed to act with the City and UVA to dissolve and reform PACC and PACC Tech into the Land Use and Environmental Planning Committee. The proposed Committee’s membership would be comprised of representatives from the City, County, UVA, the UVA Foundation, and Rivanna Water & Sewer Authority, as well as representatives from the City’s and County’s planning commissions. 
 

 

STRATEGIC PLAN: Natural Resources Stewardship: Thoughtfully protect and manage Albemarle County’s ecosystems and natural resources in both the rural and development areas to safeguard the quality of life of current and future generations.

 

DISCUSSION:  In its inaugural year, the Land Use and Environmental Planning Committee has been a vehicle to collaborate and coordinate land use and development plans and projects; consider environmental and infrastructure issues facing the community; and advance equitable and inclusive ideas and solutions that support the mutual advantage of area residents.   

As part of its charge, the Committee is required to submit a progress report to the three entities. At the end of this first year, the entities were to evaluate the Committee’s structure to determine if it had achieved the stated objectives.  Given that the Committee’s work was limited due to the need for the three entities to respond to the COVID-19 pandemic, the Committee respectfully requests that the entities postpone this evaluation until the conclusion of 2021. 

The City of Charlottesville Council will receive this report at its regular meeting on December 7, 2020.

 

BUDGET IMPACT: There is no budgetary impact.

 

RECOMMENDATION:

Recommendation

Staff recommends that the Board:

1)                     Receives this report; and

2)                     Evaluates the structure of LUEPC at the conclusion of 2021.
