BACKGROUND:  On June 1, 2020, the County received $9.5M in the first tranche of the CARES Coronavirus Relief Fund (CRF) and on August 17, 2020, the County received an additional $9.5M in CARES CRF funding (second tranche) for a total of $19M.

The funding was required to be used by the County for qualifying expenses that: 1) are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19); 2) were not accounted for in the budget most recently approved as of March 27, 2020 (the date of enactment of the CARES Act); and 3) were to be incurred during the period that begins on March 1, 2020 and ends on December 30, 2020.

Throughout the Fall of 2020, the Federal government provided additional clarity to the CARES CRF compliance regulations which positioned the County to utilize a portion of CARES CRF funding to support eligible public safety pandemic-related expenses and to set up a pandemic reserve.

The U.S. Congress extended the CARES CRF expenditure deadline to December 31, 2021. Albemarle County was notified by the Commonwealth of Virginia of this extension on December 23, 2020.


On January 20, 2021, the Board received a CARES CRF Summary Report on its Consent Agenda.

On February 17, 2021, the Board received information on the CARES CRF program in an executive summary as they met to discuss potential uses of Reserves to address the County’s strategic priorities. During this work session, staff shared they would provide a presentation on the County’s uses of the CARES CRF funding at an upcoming Board meeting.

STRATEGIC PLAN: Mission Statement: To enhance the well-being and quality of life for all community members through the provision of the highest level of public service consistent with the prudent use of public funds.

 

DISCUSSION:  On March 17, 2021, staff will provide a presentation on the County’s uses of CARES CRF funding.

 

BUDGET IMPACT: CARES CRF funding provided $19M to address expenditures incurred to address to the COVID-19 public health emergency.
