BACKGROUND: At the Board of Supervisors' March 7, 2018 meeting, the Board endorsed a use framework for the Yancey School Community Center that included the differentiation of user types, space types, and an associated fee structure. That framework provided for in-kind/no cost use by community partners such as the B. F. Yancey Community Food Pantry.

Virginia Code ? 15.2-1800(B) requires that the Board hold a public hearing prior to the proposed conveyance of this interest in County-owned real property.

STRATEGIC PLAN: Mission: To enhance the well-being and quality of life for all citizens through the provision of the highest level of public service consistent with the prudent use of public funds.

DISCUSSION: The B. F. Yancey Community Food Pantry, operating since January 27, 2017 and incorporated with the State Corporation Commission since April 13, 2020 (Attachment A), serves the Esmont area, providing needed food supplies to over 90 families on a monthly basis. This service to the community is provided at no charge. The B. F. Community Food Pantry is staffed by volunteers and relies on donations to sustain its operations. The proposed lease (Attachment B) allocates 376 square feet of dedicated space to be used by the pantry, 2,275 square feet of shared space that would be used when food is distributed, and the exclusive use of two walk-in freezers.
