BACKGROUND: At its regular meetings, the Board has two items on its agenda entitled From the Public: Matters Not Listed for Public Hearing on the Agenda ("Matters from the Public") - the first session is held in the afternoon and the second is held in the evening. The Board's Rules of Procedure allow any member of the public to speak on any topic of public interest that is not on the final agenda for a public hearing for up to three minutes. The Chair has discretion to reduce that to two minutes if there will be more than 10 speakers. During the COVID-19 disaster, the scope of Matters from the Public is narrowed to those matters previously considered by the Board or matters that are pending before the Board.
The Board's current Rules impose no limit on the number of speakers during Matters from the Public.

DISCUSSION: At its August 5, 2020 meeting, the Board discussed amending its Rules to limit the number of speakers during Matters from the Public to 10, and requiring any speakers planning to use a visual or audio presentation to submit the presentation to the Clerk at least 48 hours before the Matters from the Public session. These proposed amendments are on pages 5 and 6 of the attached Rules of Procedure (Attachment A).
