TITLE: Jefferson Area Regional Transit Partnership Memorandum of Understanding Revision
SUBJECT/PROPOSAL/REQUEST: Request approval of a revised Memorandum of Understanding between the City of Charlottesville and the County of Albemarle for the purpose of adding a representative of the University of Virginia as a voting member of the Regional Transit Partnership.

BACKGROUND: The Regional Transit Partnership (RTP) serves as an official advisory board, created by the City of Charlottesville, County of Albemarle, and JAUNT, in Partnership with the Virginia Department of Rail and Public Transportation, to provide recommendations to decision-makers on transit-related matters. The existing Memorandum of Understanding (MOU) on the Jefferson Area Regional Transit Partnership, which was approved by the Board on July 3, 2019, defines the methodology of budgeting, funding, operating, and planning for public transit services with the County by Charlottesville Area Transit and City of the Charlottesville.
STRATEGIC PLAN: Thriving Development Areas: attract quality employment, commercial, and high density residential uses into development areas by providing services and infrastructure that encourage redevelopment and private investment while protecting the quality of neighborhoods
DISCUSSION: The attached revised MOU (Attachment A) is amended to include one representative from the University of Virginia (UVA) as a voting member of the Partnerships advisory board, bringing the total number of board members to eight. The RTP recommends that the City and County consider and adopt the revised MOU.
BUDGET IMPACT: The FY 20 budget for the County's contribution to Charlottesville Area Transit was developed based on the existing MOU. This revision does not impact the budget.
