BACKGROUND: The Planning and Coordination Council (PACC) was established in 1986 as part of the “Three-Party Agreement”, promoting cooperation in planning and community development among the City of Charlottesville, Albemarle County, and the University of Virginia. PACC is an advisory body - not a decision-making body - that fosters cooperative planning and provides guidance and recommendations for decisions made by the City, County, and/or UVA.
Recently, there has been interest among PACC members to broaden the conversations and potential collaboration beyond land use to include environmental, sustainability, and infrastructure-related opportunities.

DISCUSSION: Attachment A describes PACC’s proposal to redefine the Planning and Coordination Council, which includes recommendations that:
• A working group of professionals be established (Land Use and Environmental Planning Committee (LUPEC)
• The scope of work, respective staff representation, and organizations, to be expanded
• The new process be evaluated after one year.

BUDGET IMPACT: There is no anticipated budget impact.
RECOMMENDATION:

The Planning and Coordination Council unanimously approved both the City and County elected bodies consider this proposal as outlined in Attachment A, specifically, “PACC take action to formally dissolve itself and PACC Tech. The new process will be evaluated after one year.”
