BACKGROUND: Since 2002, the County has contracted with survey consultants to conduct a reliable and valid County-wide resident survey biennially. The survey results have been used by staff, elected officials and other stakeholders for community planning and resource allocation, program improvement and policy making.

At the March 6, 2019 Board meeting staff presented the Board with information related to:
* the intent to work with UVA's Weldon Cooper Center for Survey Research (CSR) to complete the 2019 biennial resident survey.
* Strategies for increasing the response rate.
* Expected timing of the survey.

Following this presentation, the Board directed staff to develop a concept outline for the survey (Attachment A) and return to receive input.

STRATEGIC PLAN: Engaged Citizens: Successfully engage citizens so that local government reflects their values and aspirations

DISCUSSION: Staff has formed a survey staff team comprised of representation from the Community Development Department, the Office of Management and Budget, Communications and Public Engagement, the Office of Equity and Inclusion, and Albemarle County Public Schools.

The survey team used information and input from a variety of sources, including:
* The County's Leadership Council (comprised of local government department heads)
* County staff subject matter experts on various topics (housing, climate/environment, transportation, etc.)
* Resources provided by CSR
