BACKGROUND:  The Solid Waste Alternatives Advisory Committee (SWAAC) was established by the Board at its March 2, 2016 meeting as a standing advisory committee. The Committee’s original charge emphasized public education and engagement due to a lack of dedicated staff support. The charge was revised in July 2017 to remove the emphasis on education as the lone primary focus and to clarify responsibilities and membership. The Committee is charged with developing sustainable materials management policies for consideration by the Board including those related to waste and litter reduction, materials reuse, recycling and composting, greenhouse gas reduction, waste collection and transfer operations, and waste disposal. The Committee provides semi-annual reports to the Board on initiatives and work planning and provides specific policy proposals as they are developed.

The revised Committee Charge Statement is included as Attachment A.
 

 

STRATEGIC PLAN: Natural Resources Stewardship - Thoughtfully protect and manage Albemarle County's ecosystems and natural resources in both the rural and development areas to safeguard the quality of life of current and future generations. Quality Government Operations - Ensure County government's capacity to provide high quality service that achieves community priorities.

 

DISCUSSION:  The Committee has met monthly since June 2016. The Committee submitted its first semi-annual report in February 2017 and provided a recommendation to extend the operating hours at the McIntire Recycling Center in June 2017. The Committee’s second semi-annual report to the Board is included as Attachment B. The report includes a summary of work completed during the reporting period and a summary of the Committee’s priorities and goals for the next six months.

 

BUDGET IMPACT: This Committee report is an update on progress and does not include any finalized recommendations having associated budget impacts.
