BACKGROUND: The Rivanna Water and Sewer Authority (RWSA) is making improvements to its Crozet Water Treatment Plant (WTP) (Project: WPO2014-00008), North Rivanna WTP (Project: WPO2014-00069), and Scottsville WTP (Project: WPO2014-00007). These activities are permitted land disturbances pursuant to the County's Water Protection Ordinance. Pursuant to County Code ? 17-808, the permittee is required to obtain Board approval for a land disturbance lasting more than fifteen months (nine months plus a possible six month administrative extension). RWSA has not requested an administrative extension from the expiration of the initial time limits. Given the complexity of the improvements and the necessary sequencing of the projects, RWSA is requesting Board approval of extensions as stated below and noted in Attachment A.

STRATEGIC PLAN: Goal 2: Critical Infrastructure - Prioritize, plan and invest in critical infrastructure that responds to past and future changes and improves the capacity to serve community needs.

DISCUSSION: Staff has considered the following criteria in County Code ? 17-808(A) in reviewing this request:
* Additional time is necessary due to factors beyond the control of the owners. Staff concurs that the extra time is necessary because of the required sequencing for a complex infrastructure rather than factors in the owner's control.
* The owner has made good faith efforts to comply with the time limit. RWSA has repeatedly shown County staff it is taking all reasonable measures to comply with the time limit.
