BACKGROUND:  In November 2015, the Board chartered the Pantops Public Safety Station Stakeholders Work Group to “provide suggestions and guidance for establishing positive, productive partnerships that will maximize the positive impact of the station, give guidance on effective volunteer recruitment and retention strategies, and give guidance on the best ways to reach out to and engage the general Pantops community.” In September 2016, the Board received the Work Group’s interim report and expressed support for its recommendations (Attachment A).

STRATEGIC PLAN: Goal 2. Critical Infrastructure. Prioritize, plan and invest in critical infrastructure that responds to past and future changes and improves the capacity to serve community needs.

DISCUSSION:  The Pantops Public Safety Station Stakeholders Work Group has spent the intervening months preparing an implementation plan to accompany their report that identifies resources, responsibilities, and a schedule for implementing the tasks to support volunteer recruitment and retention and productive partnerships (Attachment B). During this process, the Work Group has expressed a desire to evolve from a planning group to an implementation group in order to support the successful implementation of recommendations as the station enters a critical phase - volunteer recruitment in advance of the opening. The group also recognized that including additional stakeholders representing a broader cross-section of the community will enhance the group’s ability to achieve its goals. To that end, the Work Group has also devised a draft charter for an Implementation Work Group (Attachment C) for the Board’s consideration and approval.

BUDGET IMPACT: Support for the Implementation Work Group would be absorbed into existing departmental budgets. Costs associated with any specific recommendation from the Work Group would be developed as part of the budget process following direction from the Board regarding its interest in funding these functions, activities, programs and services and would need to be determined based on specific proposals.

RECOMMENDATION:

Recommendation

Staff recommends that the Board 1) accept the final report of the Pantops Public Safety Station Stakeholders Work Group; 2) endorse the proposed implementation plan; and 3) endorse the proposed Pantops Public Safety Station Stakeholders Implementation Work Group Charter which, in doing so, would direct the County Executive to appoint its members.
