BACKGROUND:
The Board of Supervisors created the Albemarle County Long Range Solid Waste Solutions Advisory Committee (the Committee) at its meeting on April 2, 2014. On October 7, 2015, the Committee presented its Final Report to the Board, which recommended that an Advisory Committee on Sustainable Materials Management be established, and that the County add a staff position to support the Committee's work. To advance the recommendations of the Long Range Solid Waste Committee, the Board requested that staff: 1) define a charge statement for the Sustainable Materials Management Advisory Committee (SMMAC); and 2) identify and define the staff support that the Committee would need to fulfill its charge statement.

STRATEGIC PLAN:
Goal 6, Natural Resources: Thoughtfully protect and manage Albemarle County's ecosystems and natural resources in both the rural and development areas to safeguard the quality of life of current and future generations.

DISCUSSION:
Pursuant to the Board's request, staff, with input from Supervisor Palmer and two former Solid Waste Advisory Committee members, developed a charge statement for the Sustainable Materials Management Advisory Committee (SMMAC) (See Attachment A). The work plan in the initial phase of the SMMAC would include creating and implementing a public education and engagement program. A proposed work plan for subsequent phases would be drafted by the Committee and staff for later approval by the Board.
