BACKGROUND: Virginia's Solid Waste Planning and Recycling Regulations, 9VAC20-130, require solid waste planning units to maintain current Solid Waste Management Plans with a 20-year planning window. The Thomas Jefferson Planning District Commission (TJPDC) serves as the regional planning entity for the City of Charlottesville and the Counties of Albemarle, Fluvanna, and Greene.

The proposed 2026 Regional Solid Waste Management Plan will replace the 2021 Plan and establish the region's solid waste management framework through 2046. The Plan is intended to meet applicable state planning requirements and guide regional and local decision-making on waste reduction, reuse, recycling, collection, transfer, disposal, and related infrastructure and service needs. Virginia requires plan maintenance on a five-year cycle, including review of current conditions, waste-management capacity, and implementation elements.

DISCUSSION: The Board received a presentation on the proposed 2026 Regional Solid Waste Management Plan at its September 2, 2026 meeting and had an opportunity to ask questions and provide comments.
