BACKGROUND: As part of the Board of Supervisor's organization retreat, staff will provide content and support in discussing the County's financial planning and prioritization of Strategic Plan initiatives.

STRATEGIC PLAN: Mission - To enhance the well-being and quality of life for all community members through the provision of the highest level of public service consistent with the prudent use of public funds.

DISCUSSION: During the afternoon session of the Board of Supervisor's retreat, staff will review and discuss financial planning and Strategic Plan prioritization.

For the financial planning component, staff will present the following topics:
1. Board of Supervisors feedback on the FY27 budget process
2. Review of the Government Finance Officers Association's (GFOA) "Bedrock of the Budget Process"
3. Updated Five-Year Plan (FY27-FY31)
4. Long-Term Capital Planning

For the Strategic Plan prioritization component, staff will present the following topics:
1. FY24-FY27 Strategic Planning progress and programming
2. New Strategic Plan timeline
3. Strategic Planning prioritization for FY28

After reviewing the SPEAR report (Attachment A), staff requests Board feedback on:
- What objectives do you believe have progressed enough as a strategic item?
- What objectives are needing prioritization or more progress in FY28?
- What items are for future development in scoping for the next strategic plan?
