BACKGROUND: The Board of Supervisors' approved Fiscal Year 2018-2019 Capital Improvement Program included funding for the renovation of the County's historic courts complex and the construction of a new courts facility to serve both the County's and City of Charlottesville's General District Court operations. The new General District Court is proposed to be constructed on a site located immediately east of the historic courts and across two existing parcels (City Parcels 53-108 and 53-109), which are co-owned by the County and City. The Charlottesville City Code does not allow for a single structure to be constructed across more than one parcel.

DISCUSSION: In order to proceed with this project as proposed, it will be necessary to apply for a boundary line adjustment to consolidate the two parcels, as shown in Attachment A. As ownership is shared between the County and City, both the Albemarle County Board of Supervisors and Charlottesville City Council would need to authorize this application.

BUDGET IMPACT: There is no budget impact associated with this action.

RECOMMENDATION:
Recommendation
Staff recommends that the Board adopt the attached Resolution (Attachment B) authorizing the County Executive to sign the attached Plat (Attachment A) and any other documents required to apply for a Boundary Line Adjustment, once the documents are approved as to form by the County Attorney.
