BACKGROUND: The Town of Scottsville is undertaking a downtown pedestrian improvement project. The total project cost is $400,000, with $320,000 provided through the Transportation Alternatives Program of the State's Commonwealth Transportation Board. The Town has pledged $80,000 of local funding to support the project. The anticipated project completion is December 2024.

STRATEGIC PLAN: Mission - To enhance the well-being and quality of life for all community members through the provision of the highest level of public service consistent with the prudent use of public funds.

DISCUSSION: The Scottsville downtown pedestrian improvement project will construct sidewalks along Bird Street, Harrison Street, and Main Street, including sidewalk access to the Scottsville Library, a branch of the Jefferson-Madison Regional Library. Crosswalks and curb ramps will be installed, providing safety and ADA access.

Supporting the Town with a $60,000 contribution for the VDOT-approved downtown pedestrian improvement project would provide a much-needed public amenity to the southern portion of the County, as well as offset a portion of the Town's required local project contribution.

BUDGET IMPACT: Funding for the $60,000 Scottsville downtown pedestrian improvement project would be supported by General Fund fund balance to be paid to the Town.

Staff recommends that the Board adopt the attached resolution (Attachment A) to approve the $60,000 contribution.
