BACKGROUND: Each year, the Board considers and approves a set of legislative priorities to pursue in the upcoming General Assembly session. The Board then meets with the County’s local delegation from the General Assembly to discuss these priorities and submits them to the Thomas Jefferson Planning District Commission (TJPDC), the Virginia Association of Counties (VACo), and the Virginia Municipal League (VML). This discussion will be the first of three anticipated Board discussions to develop priorities for the 2026 General Assembly session.
STRATEGIC PLAN: Mission - To enhance the well-being and quality of life for all community members through the provision of the highest level of public service consistent with the prudent use of public funds.
DISCUSSION: Staff will review the disposition of the County’s legislative priorities for the 2025 General Assembly session, found in Attachment A. Last year’s Legislative Positions and Policy Statements are attached as Attachment B. Staff will facilitate an initial discussion of the 2026 session.
BUDGET IMPACT: There are no specific, identifiable budget impacts.

Staff recommends that following the presentation, the Board provide direction to staff in preparation for the 2026 legislative session.
