BACKGROUND: The SMART SCALE grant program is the primary method for funding large-scale transportation projects in Virginia. The program provides state funds for up to 100 percent of the design and engineering, right-of-way, and construction of transportation projects. It is administered by the Virginia Office of Intermodal Planning and Investment (OIPI) under the Commonwealth Transportation Board (CTB).
Localities and Metropolitan Planning Organizations can apply for SMART SCALE funding every two years. Albemarle County and the Charlottesville-Albemarle Metropolitan Planning Organization (CA-MPO) can each submit up to four applications each funding cycle. OIPI is accepting applications for the current SMART SCALE funding cycle through August 3, 2026.
On March 4, 2026, the Board reviewed eight transportation projects in Albemarle County for SMART SCALE applications. On April 1, 2026, County staff submitted pre-applications for four of the projects, and CA-MPO staff submitted pre-applications for the other four projects.
On April 22, 2026, the CA-MPO Policy Board adopted resolutions endorsing the submission of SMART SCALE applications requesting funding for the eight transportation projects in Albemarle County previously discussed.
