BACKGROUND: The United States Department of Transportation's (USDOT) Safe Streets and Roads for All (SS4A) program awards federal funding for local projects that prevent fatalities and serious injuries on roads and streets involving all roadway users, including pedestrians, bicyclists, public transportation, motorists, and commercial vehicle operators.

Applications are due May 26, 2026, and approximately $675 million is available for Implementation Grants with the expected funding range of $2.5 million to $25 million per project. Successful SS4A applications require a 20% minimum non-federal match. A resolution of support is needed to demonstrate the County's commitment to delivering the project.

DISCUSSION: In the fall of 2025 Albemarle County submitted a Revenue Sharing application for safety improvements on Hydraulic Road from Lambs Road to Georgetown Road. This project includes a shared-use path along the west side of Hydraulic Road and intersection improvements at Georgetown Road and Georgetown Green, which will be converted to a Green-T intersection, and the Albemarle High School entrance and Lambs Road. The estimated cost for this project is $5.8 million. This state-funded program requires a 50% match, which the Board of Supervisors committed to by Resolution at their regular meeting on August 6, 2025.
