Burton Road Rural Rustic Paving Updated Resolution

SUBJECT/PROPOSAL/REQUEST: Adopt a Resolution for the Burton Road Rural Rustic Paving Project to address a minor change in the termini.

BACKGROUND: On June 18, 2025, the Board of Supervisors adopted Resolutions for the Rural Rustic Roads approved for paving in the FY 26-31 Secondary Six-Year Plan (SSYP) including Route 711 (Burton Road).

A portion of Route 711 (Burton Road) has a previously paved, poorly maintained section that was not included in the Rural Rustic Paving Resolution. The extent of paving approved in the June 18, 2025 Resolution is from Route 856 (Burton Lane) to a point 0.13 miles east which would connect to the western edge of the currently paved section. Continuing east, the existing pavement extends to the intersection of Route 712 (North Garden Lane).

DISCUSSION: Following meetings with the Virginia Department of Transportation (VDOT), staff are returning to the Board to adopt a new resolution to change the termini of paving. VDOT recommended the paving extend eastward to include the 0.26 mile segment of Route 711 (Burton Road) that currently has substandard pavement conditions and extend westward to Indian Lane. Residents on Route 711 (Burton Road) previously supported paving and the new extents do not change any residential driveways from a paved section to an unpaved section. Therefore, no additional signatures are necessary from residents for this change.
