BACKGROUND: At a work session on October 6, 2021, the Board endorsed the Comprehensive Plan (Comp Plan) Project Goals and Phasing Plan (Attachment A) and supported the approach of completing concurrent, phased updates to the Comp Plan and the County's Zoning Ordinance.
STRATEGIC PLAN: Mission: to enhance the well-being and quality of life of all community members through the provision of the highest level of public service consistent with the prudent use of public funds.
DISCUSSION: Staff's proposed Phase 1 Engagement Plan for the Comp Plan update is provided in Attachment B for Board review and feedback. The Engagement Plan includes overall engagement goals, a summary of the engagement approach, and a tentative schedule for Phase 1.
Due to the varying level of detail that will be covered in each of the Comp Plan phases, staff intends to draft separate engagement plans for each phase of work. Staff will solicit Board feedback on engagement plans at the beginning of each phase of work. This will allow the community engagement process to focus on and consider the topics at hand and the best methods for soliciting feedback on each topic.
A Resolution of Intent (Attachment C) for staff to begin the Comprehensive Plan Update in accordance with the Project Goals, Phasing Plan, and the Phase 1 Engagement Plan is attached for the Board's consideration and action.
