BACKGROUND: Chapter 1 of the County Code contains definitions that apply to the County Code, rules for interpreting the County Code, the processes and effects of amending the County Code and other ordinances, and general punishments and penalties for violations of the County Code. Chapter 1 also imposes certain costs for cases heard in the County's courts, and other miscellaneous provisions.

DISCUSSION: The process of recodifying the County Code includes making formatting, style, organizational, and substantive changes. These changes are being addressed at the chapter level before the Board considers adopting a complete, recodified, County Code in 2018. To facilitate finding subject matter in Chapter 1, the chapter has been significantly reorganized into four articles, section headings have been clarified, and catchlines have been added to subsections.
To make the chapter easier to read, the text has been reworded as necessary by applying writing and style guidelines developed by the County Attorney's Office for the recodification process. Definitions of terms no longer used in the County Code, as well as one section (current section 1-112) that is no longer necessary, have been deleted.
Attachment A is the proposed ordinance recommended by staff for adoption. Attachment B is a version of the same ordinance with section-by-section comments explaining the recommended changes.
