BACKGROUND: The County's recently adopted AC44 Comprehensive Plan went into effect on January 1, 2026. As we look ahead, AC44 is well-structured for implementation.
Part II of AC44, the County's Growth Management Policy, provides clear direction for continued focus on growth, redevelopment, and investment in the Development Areas while maintaining the Rural Area for agriculture, forestry, conservation, and businesses and services that support rural land uses and community members.
AC44's nine topic chapters and guiding principles are the result of extensive collaboration among County departments, external partners, and the community, and build on County plans, including the Board's Strategic Plan. AC44 sets the stage for continued County-wide collaboration in pursuit of shared Goals, Objectives, and Actions.
AC44's seven Big Moves provide the framework for implementation next steps. They enable the grouping and prioritization of Objectives and Actions from across the topic chapters, in coordination with the Capital Improvement Program (CIP), annual budgeting, Strategic Plan updates, and departmental work plans, into a strategy for moving forward.
Based on a review and prioritization effort guided by the Big Moves, CDD staff, in coordination with other departments, have developed an implementation strategy that addresses AC44 implementation from FY26 through FY29 across five Work Project areas: Zoning Modernization, Activity Center Plans, Multimodal Transportation Planning, ...
