BACKGROUND: A site development plan and plat are under review for Belvedere 4C, a residential development within an existing R4 Residential zoned section of Belvedere. The project is within the ACSA jurisdictional area for both water and sewer service. During site plan and subdivision plat review, ACSA indicated the most feasible and desirable route for extending sewer utilities to Belvedere Phase 4 and Phase 5 is an existing RWSA sewer transmission line located on County-owned property, Parcel 06200-00-00-002C0 (Parcel 62-2C). Parcel 62-2C is located along the Rivanna River and was dedicated to the County for public greenway trails as a proffer associated with the Belvedere rezoning. On February 18, 2026, the Board authorized a public hearing to consider the conveyance of utility easements to ACSA on Parcel 62-2C.

DISCUSSION: In order to facilitate development of Belvedere Phases 4 and 5, ACSA sanitary sewer utility easements are needed across Parcel 62-2C (Attachment A). The proposed ACSA utility easements measure a combined 1,662 square feet, and would overlap with an existing 50-foot RWSA easement located on Parcel 62-2C.
