BACKGROUND: The Northside Branch Library of the Jefferson-Madison Regional Library (J-MRL) opened on March 15, 2015. Co-located in the building are the County's warehouse and the Albemarle County Public Schools' (ACPS) English as a Second or Other Language (ESOL) program and training room.

From the opening of the Northside Library, the amount of patron parking has been an issue. Site constraints limit the number of parking spaces on the premises to 80. To help mitigate the issue, the County entered into a license agreement with The Daily Progress on May 1, 2017, to use 21 parking spaces at 685 Rio Road West. The agreement with The Daily Progress expired on April 30, 2020. The County entered into another license agreement at that time with RRP Investments LLC, which had purchased the Daily Progress property. The current license agreement expires on April 30, 2026.

STRATEGIC PLAN: Infrastructure Investment- Prioritize, plan, and invest in critical infrastructure that responds to past and future changes and improves the capacity to serve community needs.

DISCUSSION: RRP Investments LLC has proposed a new parking agreement, provided as Attachment A. The initial term of the proposed new agreement would commence May 1, 2026 and end April 30, 2027, with options to renew for two additional one-year terms.

BUDGET IMPACT: The rent for the first term of the agreement would be $22,680. This cost would be shared equally between the County, the ACPS, and J-MRL. Funding for the remainder of FY 26 is already included in their respective budgets. Funding for FY 27 is incorporated in the pro...
