BACKGROUND: Following a recommendation from the Regional Transit Coordination Study, the Jefferson Area Regional Transit Partnership (RTP) was established in 2017 to serve as an interim body and precursor for establishing a regional transit authority. Since its formation, the RTP has successfully provided a strong forum for communication and coordination between transit providers and played a critical role in building consensus around regional transit priorities.
The General Assembly established the Charlottesville-Albemarle Regional Transit Authority (CARTA) in 2009. The RTP completed a strategic plan (2018), Albemarle County Transit Expansion Study/Micro-CAT (2022), Regional Transit Vision Plan (2022), and Transit Governance Study (2024) that provided the foundation for CARTA activation in 2024. As a result of the work of the RTP, the City of Charlottesville and Albemarle County now have a regional transit vision that community members and transit providers' support. CARTA approved bylaws on March 27, 2025, and its governing board continues to meet every other month The activation of CARTA represents a significant milestone in the region's efforts to formalize a unified approach to regional transit planning and governance.
