BACKGROUND:  Virginia’s Solid Waste Planning and Recycling Regulations, 9VAC20-130, require solid waste planning units to maintain current Solid Waste Management Plans with a 20-year planning window. The Thomas Jefferson Planning District Commission (TJPDC) serves as the regional planning entity for the City of Charlottesville and the Counties of Albemarle, Fluvanna, and Greene.

The proposed 2026 Regional Solid Waste Management Plan will replace the 2021 Plan and establish the region’s solid waste management framework through 2046. The Plan is intended to meet applicable state planning requirements and guide regional and local decision-making on waste reduction, reuse, recycling, collection, transfer, disposal, and related infrastructure and service needs. Virginia requires plan maintenance on a five-year cycle, including review of current conditions, waste-management capacity, and implementation elements.

DISCUSSION:  The Board received a presentation on the proposed 2026 Regional Solid Waste Management Plan at its September 2, 2026 meeting and had an opportunity to ask questions and provide comments. 

Attachment A is the proposed 2026 Regional Solid Waste Management Plan. The Regional Implementation Plan (Attachment B) identifies the locality-specific objectives, implementation timeframes, and responsible stakeholders for the 2026 update. Adopting  the 2026 Regional Solid Waste Management Plan will replace the 2021 Plan and approve the regional solid waste management planning framework through 2046. Actions requiring funding, procurement, contracts, or other Board approvals will be presented separately in accordance with applicable County procedures.

 

BUDGET IMPACT: There are no direct costs associated with the Regional Solid Waste Management Plan at this time. The implementation plan does identify future actions for which Albemarle County will need to dedicate resources to support the implementation efforts.

Staff recommends that the Board adopt the  Resolution (Attachment C) adopting the Regional Solid Waste Management Plan.
