BACKGROUND:   On September 9, 2015, the Board of Supervisors and the School Board received initial information on the County’s FY 17 - FY 21 Financial Plan. On November 11, the Boards received updates to the assumptions included in the Plan and further discussed employee compensation and benefits information, initial information pertaining to the FY 17 - FY 21 Capital Improvement Program, and the recommendations set forth in Citizens Resource Advisory Committee Report. On December 2 the Board further discussed the policy recommendations provided by the Citizen’s Resource Advisory Committee and the Joint General Government and School Division’s Efficiency Team’s recommendations. 

 

STRATEGIC PLAN: To enhance the well-being and quality of life for all citizens through the provision of the highest level of public service consistent with the prudent use of public funds.

 

DISCUSSION:  The December 9, 2015 work session will primarily be focused on the County’s CIP challenges.  This will include considerations and a timeline for a potential Capital Improvement Plan Bond Referendum, discussion with the school division regarding their school capacity needs and redistricting and discussion of follow up items identified at the December 2nd Five Year Financial Plan Work Session.  Staff will be prepared to discuss follow up items related to our Employee Health Care program at the January 6th board meeting.

 

BUDGET IMPACT: There is no direct budget impact; however, the results of this work session could inform the County’s long-range financial outlook.

Recommendation

Staff recommends that the Board and staff utilize this work session to finalize the Five Year Financial Plan discussions and to provide recommendations, options and approaches that could positively impact the County’s long-range financial future.
