BACKGROUND:

The Albemarle County Police Department (“ACPD”) has occupied satellite offices throughout the County to provide better access to police services, create high visibility, and improve response times to emergency calls for service.  In 2016, March Mountain Properties offered an office space to ACPD within the Old Trial Village Center for the purpose of a satellite office.  The Board approved the original three-year lease agreement in 2016, which included a three year renewable option. Since that time, ACPD has occupied the space of Suite 109 at 1005 Heathercroft Circle (the “Premises”) as a satellite office. The original  lease agreement lapsed in 2022 and ACPD has continued to occupy the premises.

In 2025, the Old Trail Village Center LLC, through their property manager, Real Property Management, Inc. contacted County staff to enter into a new lease for ACPDs continued use of the Premises.  County staff and Real Property Management, Inc. have agreed upon updated lease terms to continue the existing arrangement. The County Attorney’s office has reviewed the lease (Attachment A) for the Board’s consideration.

STRATEGIC PLAN: Infrastructure Investment- Prioritize, plan, and invest in critical infrastructure that responds to past and future changes and improves the capacity to serve community needs.

DISCUSSION:  The purpose of this lease is to formalize the existing arrangement of ACPD’s use of the Premises as a satellite office.

The proposed lease establishes ACPD’s continued use of the Premises as a satellite office and outlines the rights and responsibilities of both parties, including permitted use, access, and general operational terms.  The proposed lease provides a three-year initial term beginning July 1, 2026, with an automatic three-year renewal, and allows either party to terminate the lease with sixty days’ notice.

Annual rent and Common Area Maintenance charges are fully abated as concessions by the Old Trail Community Association, resulting in no cost to the County.  The satellite office supports ACPD’s operational efficiency in western Albemarle and maintains an established point of presence without altering existing operations.

BUDGET IMPACT: Approval of this lease will have no additional impact on the County budget.

RECOMMENDATION:

Recommendation

Staff recommends that the Board adopt the attached resolution (Attachment B) authorizing the County Executive to execute the lease, once approved to form and substance by the County Attorney.
