BACKGROUND: The draft Goals and Objectives for the AC44 Comprehensive Plan update were developed based on input from community members, Board-appointed committees, County staff and partner agencies, the Planning Commission, and the Board of Supervisors, as well as the AC44 Framework for an Equitable and Resilient Community, best practices, and the 2015 Comprehensive Plan. The Planning Commission provided feedback on draft Goals and Objectives for Environmental Stewardship, Parks and Recreation, and Historic, Scenic, and Cultural Resources on October 10, 2023, and on Housing and Economic Development on November 14, 2023. The Board provided feedback on the draft Goals and Objectives for these five chapters at their work session on January 17, 2024. At the Planning Commission work session on February 13, 2024, staff asked for the Commission’s input on draft Goals and Objectives for the following Comprehensive Plan chapters: Rural Area Land Use and Transportation (Attachment A), Development Areas Land Use and Transportation (Attachment B), and Community Facilities (Attachment C). Staff will ask for the Board’s feedback on these draft Goals and Objectives at an upcoming work session in early 2024 (tentatively, March 20, 2024). No feedback is requested from the Board at this time.
STRATEGIC PLAN: Quality of life - Encourage a vibrant community with economic and recreational opportunities that serve all community members.
DISCUSSION: At the beginning of Phase 2, staff shared a series of topic reports with data, trends, challenges, and opportunities for each Plan topic. Community members shared input on their priorities by topic through an online questionnaire, community chats, and pop-up events. The second round of Phase 2 engagement focused on planning toolkit topics. Community members shared feedback through online questionnaires, online and in-person open houses, and several community chats.
During the current (third round) of Phase 2 engagement, staff is sharing Draft Goals and Objectives and seeking community input through a series of online questionnaires, community meetings, a virtual open house, and Community Advisory Committee meetings. Online questionnaires for these three Plan topics will remain open through early 2024 to receive community input.
BUDGET IMPACT: There is no budget impact associated with this agenda item.

Staff recommends that the Board receive the attached information on AC44 Comprehensive Plan draft Goals and Objectives.
