BACKGROUND: The Albemarle County target for community-wide greenhouse gas (GHG) emissions reductions is a 45% reduction in GHG compared to 2008 by 2030. To measure progress toward the Board’s goals, the Albemarle County’s Climate Action Program conducts annual inventories of greenhouse gases emitted within the borders of the County as well as electricity used within the County. Based on the results of those inventories, the County is making substantial progress on its climate goals, consistent with other communities that are leaders in climate action, however there is still more to do.
In the FY27 Budget, the Board appropriated $300,000 in special one-time funds to the Climate Action Reserve to implement well-designed projects that directly reduce greenhouse gas emissions and lower energy consumption.

DISCUSSION: This presentation will review staffing and organizational updates to the Albemarle County’s Climate Action Program, progress toward achieving the Board’s greenhouse gas emissions targets, projects undertaken as part of last year’s FY26 Board climate action special funding, and an overview of proposed projects for FY27 (see attachment A).

Staff recommend that Board members share feedback and ask questions about the Climate Action Program and signal its support of the proposed use of the $300,000 in special one-time FY27 funding.
