BACKGROUND: The Albemarle County Service Authority (ACSA) is in the process of a program to replace PVC water mains that have been in service since the early 1980s and have experienced several breaks, causing water service disruptions.
Currently, ACSA is working on several water main projects around the County. An upcoming project will replace these aging PVC water mains with new ductile iron water mains along Townwood Drive. The new water mains will also provide a direct cross-connect between the Rivanna Water and Sewer Authority (RWSA) main in Hydraulic Road and the ACSA main in Webland Drive.
Townwood Drive (formerly Greenbrier Drive) was platted and dedicated to public use on a subdivision plat and right-of-way dedication dated May 14, 1981, and has not been accepted into the State Secondary Highway System. Since Townwood Drive has not been accepted into the State Secondary Highway System, the County must authorize the conveyance of any utility easements on the road. On April 15, the Board approved the scheduling of this public hearing.

DISCUSSION: In order for ACSA to perform infrastructure upgrades along Townwood Drive, a utility easement (Attachment A) is needed by ACSA to install, operate, and maintain the water main under the road. Attachment B displays the areas of permanent utility easement along Townwood Drive.
BUDGET IMPACT: Approval of this easement would have no additional impact on the County budget.

Staff recommends that the Board adopt the Resolution (Attachment C) approving the utility easement for ACSA and authorizing the County Executive to sign the easement documents.
