VDOT/Albemarle County FY 27-32 Secondary Six-Year Plan Public Hearing

BACKGROUND: The purpose of this public hearing is to adopt the County’s Secondary Six-Year Plan (SSYP). The attached updated report provides details on each project to be considered (Attachment A).
Also attached are the proposed Virginia Department of Transportation (VDOT) SSYP for Fiscal Years (FY) 27-32 (Attachment A.1), the Unpaved Road Policies and Review Process (Attachment A.2), the proposed FY 27 “Albemarle County Priority List for Secondary Road Improvements, Unpaved Roads” (Attachment A.3), and the newly proposed Unpaved Road Improvement Program (URIP) (Attachment A.4). A map showing the unpaved roads in Albemarle County has been included as Attachment A.5.
The SSYP allocates funding for construction, maintenance, and improvement of roads in the state secondary system (roads with a route number of 600 or higher). The funds allocated to Albemarle County through the SSYP include state and federal funds for a variety of road improvements. The SSYP for Albemarle County is updated and approved annually and identifies the specific funding source, use, and levels allocated for the immediate fiscal year. The SSYP also identifies projected funding allocations for the next five fiscal years.
The Board reviewed the proposed SSYP, priorities, and recommendations at its April 1, 2026 meeting. Following Board direction, proposed changes were made to the draft URIP (Attachment A.4).
STRATEGIC PLAN: Infrastructure & Placemaking - Invest in infrastructure and amenities that create connection, opportunity, and well-being.
DISCUSSION: Following Board discussion of the proposed FY 27 SSYP and the proposed URIP, three additional projects have been added to the SSYP as URIP projects: Batesville Road, Burch’s Creek Road, and Hammocks Gap Road. Improvements to the roads will not include paving or any widening for future paving. These roads are prioritized because they have the highest number of average daily traffic volumes and have been requested for Rural Rustic (RR) funding currently or in the past but did not qualify.
RR and URIP projects will be presented to the BOS concurrently for future SSYPs and will be prioritized according to their traffic counts.
BUDGET IMPACT: The SSYP outlines the expenditure of the State/VDOT secondary road construction funds allocated to the County. The SSYP does not require the expenditure of County funds unless the Board directs appropriation of additional funding to a project.
RECOMMENDATION:
After the public hearing, staff recommends that the Board:
1. Adopt the attached resolution (Attachment B) approving the FY 27-32 Secondary Six-Year Plan (Attachment A.1) and authorizing the County Executive to sign it on behalf of the County;
2. Approve the Unpaved Road Improvement Program outlining the process for the administration of this program (Attachment A.4).
