BACKGROUND: The County is administering a public art enhancement project involving decorative wraps on traffic signal controller cabinets within the County. The project will seek artwork from students enrolled in Albemarle County Public Schools. The County has requested permission from the Virginia Department of Transportation (VDOT) to install these decorative wraps for aesthetic purposes only. VDOT affirms that decorative wraps are not required or standard within the VDOT Culpeper District, and VDOT will maintain only the traffic signal controller cabinets, wiring, and associated equipment as customary, and will not maintain or perform any work on the decorative wraps. The County has agreed to pay 100% of the design, materials, and installation costs for decorative wraps on up to five (5) traffic signal controller cabinets. The County will pay 100% of the material, labor, and equipment costs required to maintain these decorative wraps, if needed.

DISCUSSION: The VDOT Charlottesville Residency has approved the Traffic Controller Cabinet Wrap Maintenance Supplemental Permit Condition (Attachment A). A vendor has been identified to perform the work that has extensive experience in the wrapping of traffic signal controller cabinets. Presently, the County plans to install three (3) decorative wraps.
BUDGET IMPACT: The cost for the initial wrap installation will fall under an existing appropriated line item titled Bus Shelter Art. The cost for wrapping three (3) traffic signal controller cabinets is less than $6,000.

Staff recommends that the Board adopt the Resolution (Attachment B) authorizing the County Executive to sign the Traffic Controller Cabinet Wrap Maintenance Supplemental Permit Condition (Attachment A), once approved to form and substance by the County Attorney.
