VDOT Project Administration Agreement - Rivanna Futures

 

SUBJECT/PROPOSAL/REQUEST:   Approval of proposed VDOT Project Administration Agreement for the Boulders Road Extension project at Rivanna Futures.

BACKGROUND:  Albemarle County has received two Virginia Department of Transportation (VDOT) grants for the Boulders Road Extension project at Rivanna Futures: a Transportation Partnership Opportunity Fund (TPOF) grant for $20,000,000, and an Economic Development Access Program (EDAP) grant for $742,000.

At its July 16, 2025 meeting, the Board authorized the County Executive to execute any and all documents necessary to secure funding in the maximum amount eligible under the EDAP. The Board also appropriated the County’s local EDAP match of $121,000 on November 25, 2025.

At its February 18 meeting, the Board authorized the County Executive to enter a Directed Funds Agreement regarding the TPOF grant.

More recently, VDOT has presented the County with a Project Administration Agreement (Attachment A) to govern construction of the Boulders Road Extension. That Agreement requires that the Board “has by resolution, demonstrated the [County’s] commitment to provide local funding for the Project as contemplated by this Agreement and further, by resolution or otherwise, authorized its designee to execute this Agreement.”

DISCUSSION:  Once this agreement is signed and executed, County staff will submit a Request to Administer (RTA). Once that is executed, the County can begin submitting invoices for reimbursement. 

 

BUDGET IMPACT:
Appendix A of the Project Administration reflects the proposed financing of this Project.

Of the total estimated $42 million project cost:

                     $20 million are to come from the Commonwealth’s Transportation Partnership Opportunity Fund (TPOF);

                     the first $500,000 of Economic Development Access Program (EDAP) funds are also to come from the Commonwealth;

                     the remaining $242,000 of EDAP funds require a local match of the $121,000 in additional Commonwealth funds;

                     the remaining $21,258,000 in “Local Funds” shown in Appendix A consist of up to $12 million from AstraZeneca and $10 million from the County. This $10 million County contribution for the Boulders Road Extension includes an in-kind contribution for the right-of-way for the road (valued at $1.2 million) and $8.8 million cash for the front-end design and construction of the roadway and bridge improvements for the Boulders Road and Route 29 corridor.

 

To cover the County’s funding obligation, a $20.8M local impact is included in the County Executive’s proposed FY 27 budget.

 

RECOMMENDATION:

Staff recommends that the Board of Supervisors adopt the proposed Resolution (Attachment B), which demonstrates the County’s commitment to provide local funding for the Boulders Road Extension project at Rivanna Futures and authorizes the County Executive to execute a Project Administration Agreement with VDOT and related documents on behalf of the County.
