Temporary Construction Easement for VDOT’s 5th Street Trail Hub Project

BACKGROUND:  The Virginia Department of Transportation (VDOT) is requesting a temporary construction easement (Attachment A) from Albemarle County across County parcel 07M1-00-00-002A1.  This easement is necessary for VDOT to construct the 5th Street Trail Hub Project at an approximate cost of $11M. This project will include approximately 2,500 linear feet of shared used path (paved, 10’ wide, ADA accessible), two new bicycle/pedestrian bridges across Moores Creek, and an ADA-compliant trailhead and entrance at 5th Street Station (Attachment B). This project will establish bicycle/pedestrian connections to the existing Rivanna Trail, and eventually to Biscuit Run Park via the planned future Biscuit Run Greenway.

DISCUSSION:  The proposed temporary construction easement will allow VDOT to access and improve County parcel 07M1-00-00-002A1 to construct the 5th Street Trail Hub Project. This VDOT Project has been planned and designed in conjunction with the County’s capital project for the Moores Creek Trailhead Park, which is co-located with VDOT’s project. After VDOT completes construction of the 5th Street Trail Hub Project, the County will be responsible for performing all maintenance for both projects on County property.

 

BUDGET IMPACT: There is no budget impact associated with this easement.

 

RECOMMENDATION:

Staff recommend that the Board adopt the attached resolution (Attachment C), authorizing the County Executive to execute any deeds and other necessary or related documents to convey the temporary construction easement to VDOT, once approved as to form and substance by the County Attorney.
