BACKGROUND: VDOT has announced the FY 18 Revenue Sharing Program with an application cycle that opened on August 1, 2016 and closed on September 1, 2016. At the Boards direction, Albemarle County staff have submitted applications for funding on four projects under this program. A requirement of this submittal is that Albemarle County adopt a Resolution supporting the application. This Resolution is due December 1, 2016. The Board has allocated $1.72 million in the CIP for FY17 and FY18 to support the Transportation Revenue Sharing Program. The projects proposed for Revenue Sharing applications in this cycle were presented to the Board at its October 5 Board meeting at which time a vote was held to approve the recommended projects for the program.
STRATEGIC PLAN: Goal 2. Critical Infrastructure: Prioritize, plan, and invest in critical infrastructure that responds to past and future changes and improves the capacity to serve community needs.
DISCUSSION: County and VDOT staff have reviewed the current Revenue Sharing Program opportunities, requirements, and guidelines, along with the County’s priority lists of transportation projects and the State transportation priorities for the region. On October 5, 2016 staff presented a list of proposed projects for the Board’s consideration for submission for funding under the Revenue Sharing program. Following this presentation and resulting discussion and continued work to refine the projects, staff submitted the following applications for funding:
• Preliminary Engineering for the Lewis & Clark Drive Extension from the existing stub out of Lewis & Clark Dr to the existing stub out of Innovation Drive; and, for the Meeting Street Extension from the existing stub out of Meeting St to Airport Road - These projects are important transportation improvements to complete the Berkmar Drive Extended project and will also provide an important and strategic economic development benefit by improving access to developable industrial lands. Additionally, these projects are listed in the Board-approved Transportation Priority List for Secondary Roads. A Smart Scale application was submitted for the construction of these projects; however, if the applications are awarded, funds would not be available until FY21 and design would not begin until that time. This Revenue Sharing application would accelerate the development of these improvements and increase the scoring potential of the projects under the Smart Scale process. The total estimated cost of Preliminary Engineering for these two segments of roadway is $1,740,000 of which the state would cover 50% of the cost under the Revenue Sharing Program. The total cost to the County is estimated at $872,000.
• Preliminary Engineering for the bicycle and pedestrian facilities along Avon Street Extended from Fifth Street Station Parkway to the existing/currently programmed facilities near Mill Creek Drive. If awarded, these funds would evaluate, design, and engineer improvements that would include either sidewalk and on-street bike facilities, multi-use path, or other appropriate bike/ped facility on Avon Street Extended from the I-64 Bridge to Mill Creek Drive where it would tie in to the existing multi-use path and sidewalk project currently in design. This project will also evaluate and design the connection across I-64 either as a new bridge or as modification of the existing bridge to tie in to the improvements constructed with the Fifth Street Station development. This project was identified as a priority in the CIP Sidewalk Construction Program Project List and would provide an important missing link in the bicycle and pedestrian network between previously constructed projects. The estimated total cost of the Preliminary Engineering for this project is $550,000 of which the state would cover 50% of the cost under the Revenue Sharing Program. The total cost to the County is estimated at $275,000.
• Preliminary engineering and construction funding for a pedestrian crosswalk at State Farm Boulevard across US 250 East to provide an improvement in pedestrian safety. The Board approved Transportation Priority List for Pedestrian, Bike, and Enhancement Projects identified this section of US 250 East as the highest priority for pedestrian crossings. This project is seen as the first step in improving pedestrian access throughout this critical development area. The estimated total cost of the Preliminary Engineering and construction for this project is $100,000 of which the state would cover 50% of the cost under the Revenue Sharing Program. The total cost to the County is estimated at $50,000.
BUDGET IMPACT: Participation in the VDOT Revenue Sharing Program leverages matching funds from VDOT to advance important transportation projects. The County has appropriated $1.72 million for this program and the funds are available for local match for the FY18 Revenue Sharing request. The total cost of all three projects is $2.39 million of which the County is responsible for 50% or $1.195 million.

Staff recommends that the Board adopt the attached Resolution approving the County’s participation in the Revenue Sharing Program for FY18, and agreeing to match the funding request of $1,195,000 with $1,195,000 of the County funds designated for the Transportation Revenue Sharing Program in the FY17 CIP.
