BACKGROUND: On May 12, 2010, the Board of Supervisors adopted ZTA 2009-09 which established county-wide certificates of appropriateness, and allowed expedited review of certain categories of development in the Entrance Corridors. For each category of development, the Architectural Review Board (ARB) adopts a set of criteria against which proposals are reviewed. Applications received under any category of development are reviewed by staff according to the ARB-adopted criteria, without being heard at an ARB meeting. This process streamlines development review and allows for quicker review times. Attachment A is a list of the current county-wide certificate of appropriateness categories.

DISCUSSION: Establishing a category of county-wide certificate of appropriateness for rooftop solar applications would provide a more streamlined review process for this type of application. For each category of county-wide certificate, the ARB must establish design criteria against which the subject development will be reviewed for consistency. The criteria are currently under review by the ARB, following the recent ARB review and approval of rooftop solar arrays for three installations in the County. If the Resolution of Intent (ROI) in attachment B is adopted, a proposed amendment to County Code Section 18-30.6.4 will be scheduled for review by the Planning Commission and then the Board.
