BACKGROUND: The United States Department of Transportation’s (USDOT) Safe Streets and Roads for All (SS4A) program awards federal funding for local projects that prevent fatalities and serious injuries on roads and streets involving all roadway users, including pedestrians, bicyclists, public transportation, motorists, and commercial vehicle operators.
Applications are due May 26, 2026, and approximately $675 million is available for Implementation Grants with the expected funding range of $2.5 million to $25 million per project. Successful SS4A applications require a 20% minimum non-federal match. A resolution of support is needed to demonstrate the County’s commitment to delivering the project.

DISCUSSION: In the fall of 2025 Albemarle County submitted a Revenue Sharing application for safety improvements on Hydraulic Road from Lambs Road to Georgetown Road. This project includes a shared-use path along the west side of Hydraulic Road and intersection improvements at Georgetown Road and Georgetown Green, which will be converted to a Green-T intersection, and the Albemarle High School entrance and Lambs Road. The estimated cost for this project is $5.8 million. This state-funded program requires a 50% match, which the Board of Supervisors committed to by Resolution at their regular meeting on August 6, 2025.
Currently the project is included in the Virginia Department of Transportation’s (VDOT) draft Six-Year Improvement Program (SYIP) budget. The Commonwealth Transportation Board (CTB) will approve the SYIP in June. It is anticipated a portion of this project will be funded through the Revenue Sharing Program. The intersection of Hydraulic Road and Lambs Road is identified in the Move Safely Blue Ridge Safety Action Plan, and this project will improve safety at this intersection, making this project eligible for SS4A Implementation Grant funds.
The award through the Revenue Sharing Program has not been finalized, therefore staff is preparing an SS4A application to seek additional funding for the Hydraulic Road Safety Improvements.
BUDGET IMPACT: Successful SS4A applications require a 20% match minimum. Albemarle County has already committed approximately $2.9 million in Transportation Leveraging funds as the local match for the Revenue Sharing application. The SS4A grant application proposes to use the same $2.9 million as the non-federal match. The SS4A requires no additional funding commitment beyond what the County already committed in the Revenue Sharing application
RECOMMENDATION:
Staff recommend that the Board adopt the resolution (Attachment A) in support of the submission of the following SS4A application: Hydraulic Road Safety Improvements.
