BACKGROUND: The Board of Supervisors voted to initiate the discontinuation of Free Bridge Lane through the Virginia Department of Transportation (VDOT) on April 15, 2026. Once the discontinuation of Free Bridge Lane is finalized by the Commonwealth Transportation Board (CTB), maintenance responsibility for Free Bridge Lane will transition to the County. Free Bridge Lane extends across County-owned property, parcel 07800-00-00-058L0 (Parcel 78-58L).
VDOT is constructing the Route 20 at U.S. 250 project, which is a SMART SCALE-funded project. This project includes dedicated turn lanes and sidewalk construction along Route 20, installing a raised median along U.S. 250, and upgrading a stormwater facility located between Route 20 and Free Bridge Lane, across Parcel 78-58L.

DISCUSSION: VDOT is requesting construction and maintenance easements across Parcel 78-58L in the alignment of Free Bridge Lane to allow VDOT to construct the Route 20 at U.S. 250 project and maintain the stormwater facility in the future.
Attachment A displays the areas of permanent drainage easement (18,845 square feet, shown in green) and the temporary construction easements (17,419 square feet, orange) VDOT needs for this project. Attachment B shows the existing conditions of the area. Attachment C is the draft Deed of Gift and Donation provided by VDOT.
A public hearing and Board authorization are required before the easements can be conveyed to VDOT.
BUDGET IMPACT: No budget impact is associated with this item.
RECOMMENDATION:
Staff recommends that the Board adopt the Resolution (Attachment D) approving the easements and conveyance of portions of County Parcel 78-58L to VDOT and authorizing the County Executive to sign the Deed of Gift and Donation once approved as to form by the County Attorney.
