BACKGROUND: The Solid Waste Alternatives Advisory Committee (SWAAC) was established by the Board of Supervisors at its March 9, 2016, meeting as a standing advisory committee. The SWAAC’s charge is to develop sustainable materials management policies for consideration by the Board, with a focus on public education and engagement related to waste reduction, materials reuse, recycling and composting, greenhouse gas reduction, and waste disposal.
At the Board’s June 5, 2024, meeting, the Board approved an updated SWAAC charge (Attachment A). Upon the Board’s decisions regarding appointing Board members to various boards and commissions in January 2026, one of the SWAAC’s Board liaisons requested that the SWAAC charge be changed to require only one Board liaison rather than two. At its meeting February 12, 2026, the SWAAC reviewed and approved the draft committee charge statement (Attachment B).

DISCUSSION: The SWAAC seeks to revise the committee’s charge as follows:
Change the current language that reads: “The Board of Supervisors will appoint the Board member serving on the RSWA Board of Directors and one other member of the Board of Supervisors to serve as liaisons to the Committee” to “The Board of Supervisors will appoint a member of the Board of Supervisors to serve as a liaison to the Committee.”
BUDGET IMPACT: There is no budget impact associated with this item.

Staff recommends that the Board adopt the revised SWAAC charge (Attachment B).
