BACKGROUND: The Virginia Department of Transportation (VDOT) is acquiring the necessary property and temporary construction easements to construct a proposed continuous green-T intersection at the intersection of Rio Road east (Route 631) and Belvedere Boulevard. This project requires a portion of the County owned Parcel 062F0-00-00-000E2 (62F-E2) to be conveyed to VDOT for roadway infrastructure.
This project was identified in the Rio Road Corridor Study to address safety and mitigate congestion. It is funded through the Virginia SMART SCALE Program based on a County application. The County prioritized this project and was made aware of the potential impacts to the County Parcel 62F-E2 at the time of the application.

DISCUSSION: The proposed reconstruction of the Rio Road east (Route 631) and Belvedere Boulevard intersection would allow vehicles traveling eastbound along Rio Road to continue through the intersection without stopping. Vehicles turning left onto Rio Road from Belvedere Boulevard would use a channelized receiving lane on Rio Road to merge onto Rio Road eastbound. Vehicles traveling on Rio Road would be able to make right or left turns onto Belvedere Boulevard and vehicles on Belvedere Boulevard can turn right or left onto Rio Road. This intersection is planned to be signalized. Traffic from westbound Rio Road to the church located on the south side of Rio Road would utilize a U-turn location at Greenbrier Terrace.
Attachment A displays the areas of permanent right-of-way and temporary construction easements VDOT needs for this project. Attachment B shows the existing conditions of the area.
A public hearing is required whenever County property is being conveyed. The public hearing is proposed to be scheduled for July 15, 2026.
BUDGET IMPACT: Approval would have no additional impact on the County budget.
RECOMMENDATION:
Staff recommends that the Board authorize a public hearing to consider the proposed conveyance of portions of County Parcel 62F-E2 to VDOT (Attachment C).
