BACKGROUND: Each year, the Board considers and approves a set of legislative priorities to pursue in the upcoming General Assembly session. The Board then discusses these priorities with the County's General Assembly delegation and submits the priorities to the Thomas Jefferson Planning District Commission (TJPDC), the Virginia Association of Counties (VACo), and the Virginia Municipal League (VML).
At its August 5 meeting, the Board reviewed the 2026 General Assembly session and discussed legislative priorities for 2027. The Board discussed continuing to advocate for expanded authority for photo speed cameras as well as funding for transit and transportation. Supervisors also discussed other ideas including additional revenue authority and tools to address housing. During this session, staff proposed to the Board that the Legislative Positions document be revised for streamlining and relevance.
STRATEGIC PLAN: Mission - To enhance the well-being and quality of life for all community members through the provision of the highest level of public service consistent with the prudent use of public funds.
DISCUSSION: During its work session, the Board of Supervisors will review the proposed Legislative Program (Attachment A) and Legislative Positions (Attachment B).
David Blount, Deputy Director of TJPDC, is also scheduled to participate in the presentation to the Board. Final action on the Board’s Legislative Program is scheduled for the Board’s meeting on October 21.
BUDGET IMPACT: There are no specific, identifiable budget impacts.

Staff recommends that the Board review the proposed 2027 Legislative Program, identify areas that have Board support, and provide guidance to staff in finalizing the 2027 Legislative Program for Board consideration on October 21.
