BACKGROUND: The Albemarle County Parks Foundation, Inc. ("Foundation") was incorporated on August 30, 2023, with its purpose to help the County to develop, operate, maintain, and manage public parklands; to accelerate and optimize planned projects; and to enable the development of innovative programs and projects. Staff worked with the Foundation to prepare a Memorandum of Agreement ("MOA") (Attachment A), which the Foundation endorsed on January 11, 2024, and which the County Attorney has preliminarily approved.
STRATEGIC PLAN: Mission - To enhance the well-being and quality of life for all community members through the provision of the highest level of public service consistent with the prudent use of public funds.
DISCUSSION: In addition to the MOA establishing operating procedures and assigning responsibilities between the County and the Foundation, the MOA authorizes the County Executive to accept any Foundation grant or donation less than $500,000.00, which the Board otherwise would need to consider accepting in every instance under terms and conditions proposed by the Foundation. For this reason, the Board must take action approving the MOA terms and authorizing the County Executive to sign on its behalf once the County Attorney approves the MOA as to substance and form.
BUDGET IMPACT: There are no impacts on the budget if this MOA is approved.
